Project Background

The City of Campbell River explored updating the Official Community Plan's Hazard Conditions (Steep Slope) Development Permit Area Guidelines. The proposed amendments have been abandoned at this time and the existing Hazard Conditions (Steep Slope) Development Permit Guidelines, including the exemption criteria for managing vegetation, remain in effect.

Prior to starting any work within a Hazard Conditions (Steep Slope) Development Permit Area including cutting trees or managing vegetation on a steep slope, contact Development Services to determine if a permit is required or if you need to fill out an exemption form at 250-286-5725 or email planning@campbellriver.ca.

Thank you for everyone who joined us for the open houses on June 22 and 27, 2023 and who wrote in to share their thoughts. The views expressed varied about the most urgent issues facing slopes. The key themes we heard were concerns about existing drainage conditions, managing vegetation on slopes under the exemption criteria, techniques for stabilizing slopes with vegetation and a desire to include wildfire guidelines.     About Exemptions

    For properties within a Hazard Conditions (Steep Slope) Development Permit Area, there are a number of activities that don’t require a permit – for example, routine yard and garden maintenance activities are generally exempt.

    Based on the community’s feedback, and working alongside technical and industry experts, a list of exemptions with specific guidelines have been created.

    Exemption Requests

    Before undertaking activities on a steep slope that are included on the exemption list – such as hazard tree removal or planting new trees – an exemption form needs to be completed and submitted to the City for review/approval. This ensures that the activity does meet the exemption criteria and helps protect the slopes.

    The proposed amendments have been under development for some time, and you may have participated in previous engagement sessions held in November 2021, March 2022, or a public hearing in July 2022. Council has given first and second reading to the Hazard Conditions (Steep Slope) Development Permit Guidelines Official Community Plan Amendment Bylaw No. 3869, 2022.

    The additional information sessions are being held to make sure residents understand the proposed regulatory updates, including the exemptions. A second public hearing will be scheduled later in 2023. After the public hearing, Council may decide to proceed to third reading and adoption of the amendment bylaw.

    Phase 1 – Technical review, data collection and research to prepare the amendment bylaw for 1st and 2nd reading including the first round of public engagement.

    Phase 2 – Refining the amendment bylaw, additional public engagement, redoing 1st and 2nd reading and holding a public hearing.

    Phase 3
    – Conducting additional information sessions and holding a second public hearing.

    Bylaw Amendment Adoption – Presenting the amendment bylaw to Council consideration for 3rd reading and adoption.
